The Ministry of Finance (MOF), Kuwait, partnered with Digital Processing Systems (DPS) to implement and enhance the Tax Certificate Management System (TCMS), a centralized digital solution designed to provide tax-related services to individuals, companies, and government entities. Originally implemented in 2019, the system is undergoing a technology upgrade to align with evolving government requirements, ensuring scalability, security, and modernization.
The solution is built on .NET, enabling a robust, scalable platform capable of seamless integration with other government systems, including the Kuwait National Mobile ID and the Sahel mobile application.
Digital Processing Systems (DPS) implemented the Tax Certificate Management System (TCMS) as a comprehensive solution that facilitates end-to-end digital tax services. The platform supports online registration, certificate issuance, and secure payment processing, simplifying the tax filing process for users and improving operational efficiency for MOF staff.
The system integrates with several government systems such as KITAS, Tasdeed Payment Gateway, and MOFA, ensuring seamless service delivery and compliance with regulatory requirements. It also includes workflow automation for internal approvals and features reporting and analytics dashboards for enhanced visibility and decision-making.
The system is designed to scale as the needs of MOF evolve. Its integration with Kuwait National Mobile ID enhances security and accessibility for users, while the Sahel mobile application ensures that citizens can access tax services on the go. As a result, the TCMS system has streamlined tax services, reduced manual paperwork, improved user adoption, and serves over 23,000 users. It is integral to MOF’s mission of ensuring transparent, secure, and efficient public finance management.
